Course duration and timing

32hrs (24hrs theory + 8hrs practical exercises)

Learning outcomes

  • Provide the proper Theoretical – Practical training to who mintend to undertake the business of “FireGuards” in port areas
  • The course enables to businesses operating in the ports, that wish to work in accordante to the Law on the October 10th, 1990.no 287, for the completion of the supplementary fire service under the Article. 8, letter c of Law 13/05/1940 n. 690 and Part. 20 of the Law on the January 27th, 1973 no. 85, to have dedicate human resources adequately trained and certified.

1day: 8 hrs

Basic knowledge on combustion:

-   Combustible, comburent, temperature

-   Flash point

-   Warmth of ignition

-   Lower Flammable Limit (LFL)

-   Upper Flammable Limit (UFL)

-   Self ignition, self catalysis

Type of fire in accordance with EEC regulations

-   Classification of fire:

-   Propagation of fire: radiation, convection, conduction, reactivity, temperature and burning rate;

-  Firefighting methods (inhibition, cooling, suffocation)

-  Extinguishing agents (water jet &spray, high, medium and low expansion foam; carbon dioxide,chemical powder)

Individual protection systems against the fire

-   Flame-retardantand fire proof clothing

-   Thermore flective suits

-   Antacidsuits

-   Heat and steam protective cover

-   Fire blankets

-   Helmet with visor

-   Safetyboots and protective gloves

-   Safetybelt with axe

-  Self-contained breathing apparatus – open looptype

-   Notes on the IMDG Code and National Regulations DPR 1008/68 on dangerous goods in packages

-   IMO Classes and main particulars

-   Technical details sheet of the dangerous goods

-   Dangerous goods labeling

-   Precautions to reduce the harmful effects on people

-   Hazards associated with the handling and use of paints

Actions to take in case of fire on board or within the port:

-   Methods of operation based on the location and type of materials involved

-   Ship Fire Plan and its location

-   Fixed and portable firefighting equipment on board

-   On-boardoperations (enclosedspaces, firedoors, cowls, cargo holds)

-   Additional risks associated to the presence of dangerous goods

-   Fan monitoring

-   Fuel pipes and electrical circuits monitoring

-   Precautions for the use of water on board with regard to the impairment of stability

-   Escape routes plan

-   Support of harbortugs for the cooling of the plates with water cannon sand vessel towing in safety areas in case of need.

-   Steel cables arrangement for to wing of ships with dangerous goods in case of emergency unmooring.

-   Notes on the organization and operation of the fire service in ports

-   Harbour fireplan

-   Plan of communications on VHF and by telephone (included in the fire protection plan) for the coordination of all the units involved in the firefighting

-   Fixed installations, vehicles and portable equipment in the harbor (water systems, pump motor boat, tanker, wheeled motor pump, hoses with international fittings, variable jet nozzles, dry, chemical, carbon dioxide, foam extinguishers )

-   Firefighting drills log book

Monitoring and precautions during port operations and bunkering operations of ships with dangerous cargo

-   Precautions in handling of dangerous goods according to the instructions of the Product Data Sheet and the recommendations of the chemical consultant

-   Checks on compliance with the Rules of port safety and regulation for boarding, transportation at sea, landing and transhipment of dangerous goods

-   Ground connection for static electricity avoidance

-   Separation of incompatible dangerous goods

-   Fire equipment arrangement based on the type of goods handled

-   Smoke prohibition on board of ship during bunkering or dangerous goods handling

-   Suitability of hoses and couplingsused for bunkering

-   Checks of moorings during bunkering by barge

-   Lighting in the event of bunker operations during the night

-   Arrangement of “Bravo” flag during bunkering operations or dangerous goods handling on board

Monitoring sand precautions during the execution of works on board

-   Notes on the legislation of safety and health of workers on board (Decree 271/99) and in ports (Legislative Decree no. 272/99)

-   Rules for work with the use of open flames (welding and cutting with oxy-acetyleneflame)

-   Checks on the “non-hazardous” conditions ascertified by the chemical harbor consultant

-   Adoption of all fire safety requirements laid down in the work permitissued by the Maritime Authority

-   Forced ventilation in adjacent rooms

-   First aid equipment arrangement

-   Major port security references

-   Safety rules during port operations end for the works in port and on board

-   Firefighting Harbour plan

-   Discipline of Fire Supplementary Service

-   Discipline of access to the port, port area circulation, ship board acces

-   Pollution prevention plan

-   Regulation on the service of withdrawal of bilge water, sludge and oilymixtures

Rules for the prevention of sea water pollution by hydrocarbons:

-   Rules for the prevention of sea water pollution by hydrocarbons(MARPOL)

-   Application of the rules of the pollution prevention plan

-   Precautions to avoid accidental spills of hazardous substances during cargo handling

-   Closingof all the scuppers on board to prevent leakage at sea

-   Purpose of the floatingbarriers in case of oil spill

-   Purpose of the international flange prescribed by international MARPOL for the ground delivery (by barge) of bilge water, sludge and oily misture

-   Mandatory reporting to the Maritime Authority in the event of accidental spillage of hydrocarbons

-   Assistance to the pollution prevention during bunkering operations by the company’sdealership service

-   Absolute prohibition of the use of dispersants substances

4day: 8 hrs

TRAINING:

-   Use of different fire extinguishers

-   Use of brathing apparatus

-   Small fires extinguishing (egs. fire of electrical origin – fires from liquid and gaseous hydrocarbons)

-   Extinguishing fire with foam – dust and anyother appropriate chemical agent

-   Large fires extinguishing with the use of water

-   Extinguishing a fire in an enclosedspace, filled with smoke, wearing self contained breathing apparatus

-   Extinguishing fire with water spray or another appropriate agent in a office, an engine room, invaded by smoke and fire

-   Extinguishing of hydrocarbonfires with water spray and spraying with diffusion of dry chemical powder or foam

-   Methods of rescue in a space invaded by smokewearing the brathing apparatus

-   Efficiency of firefighting equipment and facilities

-  Gas lines or flammable liquids lines interception during combustion
